Qatar National Vision 2030 , A Commitment to Enduring Progress

Since the inception of the Qatar National Vision 2030 in 2008, the State of Qatar has committed itself to building an advanced society capable of sustaining its own development while ensuring a high standard of living for all its people, now and for generations to come.

Strategic Foundation

When adopted, the Vision provided a long-term framework in which national strategies and plans could be developed across multiple sectors: economic, social, human and environmental. The goal was not simply growth for today, but sustainable development that meets the needs of the present without compromising those of the future.

Four Pillars of Development

To deliver this vision, the nation organised work around four interconnected pillars:

1. Human Development – Recognising that people are the most valuable asset, Qatar has invested heavily in education, health, training and research.

2. Social Development – Ensuring a just and caring society rooted in moral values, cultural heritage and social cohesion, capable of engaging in global partnerships.

3. Economic Development – Building a competitive and diversified economy, reducing dependence on oil and gas revenues, fostering entrepreneurship and innovation.

4. Environmental Development – Managing the natural environment so that economic and social growth proceed in harmony with environmental protection and sustainability.

Milestones of Progress

• On the Human Development front: According to official indicators, Qatar achieved a life expectancy of approximately 80.3 years and boosted female workforce participation to around 42 % as of 2021

• On Economic Development: The non-oil sector has grown significantly, infrastructure rankings improved (e.g., ranked 18th out of 138 countries in the World Economic Forum infrastructure index) and over 2,200 km of new roads, bridges and flyovers were built.

• On Programs & Projects: Major infrastructure programmes such as the Doha Metro and the Lusail Tram align with the Vision’s aims for sustainable urban mobility.

Strategic Priorities Looking to 2030

In January 2024 the Government launched the Third National Development Strategy (2024– 2030) – the final stage aligned with QNV 2030. It emphasises:

• Sustainable economic growth at an annual average of ~4 % until 2030.

• Strengthening financial sustainability and increasing non-oil revenues.

• Building a versatile workforce: increasing the percentage of skilled workers, and raising national employment in private and public-private sectors.

• Articulating clear policies for families, women’s participation, and societal cohesion.

Integration with the Private Sector & Real Estate

Real estate, infrastructure and private enterprise are key enablers of the Vision. As the nation diversifies, there is a clear role for companies that deliver sustainable development outcomes: modern urban communities, efficient transport, smart buildings and green spaces. For organisations operating in Qatar, aligning with the Vision is not optional—it is part of the national commitment to transformational growth.

As 2030 approaches, Qatar remains focused on maintaining momentum. The Vision demands both ambition and discipline: to foster innovation; to preserve cultural identity; to grow without sacrificing the environment; to build not only for today’s citizens but for those who will inherit the future.

In the words of the Vision, Qatar aims to be “a country capable of sustaining its own development and ensuring the provision of a decent life for its people, generation after generation.
